CHANGES OF PUBLIC POLICY AND THE TEACHING OF ART IN THE STATE OF SÃO PAULO – BRAZIL (1982-2000)

This paper intends to describe the historical process and the educational policies that emerged in the public school system from the government of Franco Montoro, early in the process of democratization of the country in 1981, to the reorganization of the educational system of São Paulo, Brazil, established in 1995 during the government of Mário Covas, with the implementation of neoliberal policies and their implications for education professionals and art teaching in São Paulo public schools. It was found that changes in public policies affected the work routine of teachers, their didactic-pedagogical organization, their working hours and the conditions for development of their educational action. In some cases, an enhancement of the professional and an intention of adapting the educational spaces for the establishment of a quality public education were noticed. However, in many instances, changes in public policies affected teachers in a general in scope, and Art teachers in peculiar situations, what led to changes that have undermined their professional action and career as an employee of São Paulo public schools. Some of these changes, as the continued progression, still interfere with the educational work of teachers, promotes debate and negative reactions by the content of its proposal and the way they were implemented.Key words: Education in São Paulo, Public Policies, Art Teaching.
